Shelter Afrique opens CFA60 billion bond offer for affordable housing in West Africa
The development bank’s first sustainable bond targets local-currency funding for housing, with IFC and Ecobank named as anchor investors and subscriptions scheduled to close on 30 October.

Shelter Afrique Development Bank is seeking CFA60 billion, approximately US$100 million, through its first sustainable bond to finance affordable housing in West Africa. The offer is open for subscriptions from 7 to 30 October 2026, according to the bank’s original announcement dated 5 October.
The proceeds are intended for affordable, sustainable and energy-efficient housing in the West African Economic and Monetary Union region. The transaction therefore has a direct property-finance purpose: mobilising capital that can support the delivery of housing, rather than funding unrelated banking operations or a general payments platform.
CGF Bourse Dakar is the lead arranger. The International Finance Corporation and Ecobank Group, participating through Ecobank Senegal, are named as anchor investors. Their involvement is part of the announced structure, while the overall issue remains an offer with a stated closing date. The release does not report the final amount subscribed or a completed allocation of proceeds to individual housing projects.
The bond has two tranches. One carries a five-year maturity and a rate of 6.10 per cent; the other has a seven-year maturity and a rate of 6.30 per cent. These are the terms offered to bond investors, not mortgage interest rates available to households. The announcement does not set out a retail home-loan product or application criteria for prospective buyers.
Local-currency financing is central to the bank’s rationale. Housing projects typically generate income in the currencies used by their residents and customers. Shelter Afrique says matching financing with those revenues can reduce borrowers’ exposure to foreign-exchange movements, an important consideration for property investments whose repayment periods extend over several years.
The institution developed its Sustainable Financing Framework with the Global Green Growth Institute. The release says the framework received a favourable assessment from S&P Global and that the issue secured regulatory approval from the regional capital-markets authority, AMF-UMOA. These steps form part of the framework for issuing the securities and directing funding towards eligible activities.
Shelter Afrique presents the transaction as part of its wider transformation into a pan-African multilateral development bank and its effort to diversify funding sources. It says it has previously completed 11 bond issues in African markets, including a Nigerian transaction in April 2022 that raised NGN46 billion. Those historical transactions are separate from the current West African offer.
For the property sector, the next milestones are the subscription outcome and subsequent deployment of the money. The published announcement establishes the proposed funding structure and housing objective, but does not identify individual developments, unit counts or disbursement dates.
